October 2, 2024 Meeting Minutes

The regular meeting of the Bishop Hill Village Board was held at the Municipal Bldg. The meeting was called to order by Mayor Mike Funke at 6:00 p.m.


ROLL CALL; Mike Funke, Patrick Light, Lisa Nordstrom Ben Strand, Mike Keup, Jim Nolan, Sharon Wexell & Terri Wigant were all present. Amanda Laub was absent.


MINUTES; Strand motioned to accept the August & September minutes, seconded by Keup. Voice vote, motion carried.


TREASURER’S REPORT; Nordstrom motioned to accept the Treasurer’s Report, seconded by Nolan. Voice vote, motion carried.


PAY BILLS;  Light motioned to pay all bills, including the added bills for the Treasurer, Whittington’s bill and an extra QC Analytical charge, seconded by Nolan. Voice vote, motion carried.


OLD BUSINESS;

 Funke talked to Shaun from Canvus, the company that makes items out of wind turbine blades, Mortenson will be delivering the items soon and Mortenson wants to have a ribbon cutting photo-op. Then we will decide if they all go to Galva parks or some stay here.

Funke will call Darren Frank to see when he will start the sidewalk in front of the Colony Inn and P.L. Johnson’s.

Wigant said Jeff Goard called and said the bathroom door handle was broken. Wigant said she didn’t have time to fix it, so she asked Jeff Anderson to replace it, as you can see on bills, he already fixed it.

Whittington, our Certified Water Operator, told Funke the crew that he recommended to replace the broken hydrant on the end of E. Main St. is currently doing a big job in Geneseo, so they can’t replace it. Whittington will call Wirth’s from Geneseo to see what they would charge to hook it up. Funke will call Dooley Plumbing in Kewanee and see what their charge would be, Funke said we can get the 6” hydrant purchased and have all the materials here, the plumbers would just have to change it out. Whittington said plan on a boil order until the water tests come back. Whittington also said to wait on replacing the water main on E. Main St. until next year, he will get some prices for us.

Wexell had the revised Zoning Ordinance 2024-03 for the Board to approve. Keup motioned to pass Zoning Ordinance 2024-03, seconded by Nolan. Roll call vote, 5 Ayes and 1 absent, motion passed. Wigant said she can go to the library and make copies of the Ordinance for the 5 members on the Historical Review Board.

Wigant asked the Board to discuss the Signage Ordinance again. The ordinance, at this time, says only a 2’x4’ or 1’x8’ sized signs are allowed. There have been complaints that those sizes don’t work well for store owners. Pat Fossberg, a Village resident and a long-time sign maker, said signs really should be size appropriate to where they are being placed. At a previous meeting, Wigant had presented pictures of different sized and shaped historical signs that Fossberg had done in the past for other historical places, the signs were not just rectangle or square. Nolan said maybe omit the size on the ordinance, the business can present what they would like to have as their signage to the historical board. Nolan motioned to omit the size on the ordinance , seconded by Nordstrom. Voice vote, motion carried.

Wexell said V&K Engineering only reduced their bill $500, from $7,000 to $6,500, after she requested a reduction because of the mistakes they made on the Source Water Plan. Wexell was also concerned that the Village could get cited in the future for having so many mistakes on the original document, because V&K sent the plan to the EPA before the corrections were made. V&K said they will cover any problems with the EPA.

Wigant had an estimate from Joe Case, Case Carpentry from Galva, to rebuild the dog house over well #1 and to remove the old wall air-conditioner and repair the wall. Wigant had asked another carpentry team for an estimate, but they never came. Case’s estimate was for $3,350.00. Light motioned to hire Joe Case to do the job, seconded by Nolan. Voice vote, motion carried. She will call Case and let him know. The metal roof on the Municipal Bldg. needs some maintenance also. Wigant called several places to see about sealing the roof, but no contacts were made. Funke will ask Case if he would look at it.

Wigant remembered quite a while ago the Board voted yes to have #2 signs put on the end of W. Main St. One was a “Hidden Driveway” sign on the hill and the other was a “speed limit”. She called Shaun Wood, the Weller Township Road Commissioner, he said he would order the signs. Funke said we also need to get “No Parking” signs for Helena St. Monday-Friday from 5 a.m. to 7 p.m. so the township is able to get their big trucks and road equipment from the Township building to the highway. Wigant said she would call Wood again and have them order those signs too. The township will install all the signs.

Funke asked Strand what he wanted to do on the parking lanes, since it will probably be several years before IDOT fixes them. Strand said they need to have something done now, he was going to do patching, oil and chip, but at the last minute the township let the tank of oil go to the wind tower company. Strand said he would see what the county can do for us and how much it would cost. Wexell said that the Motor Fuel Tax  money needs to be used before July 2025.

 

NEW BUSINESS;

            Wigant talked to Marv Peck about snow plowing for the Village again this 2024-2025 season. Peck said he would for the same price as last year, Wexell said we paid him $80 an hour. Strand motioned to hire Peck again for this season, seconded by Keup. Voice vote, motion carried. Wigant will contact Peck and let him know he is hired again.

At the last meeting Wigant said she had complaints about people going through the garbage dumpsters and of course people dumping items that should not be in there. Light ordered #4 Lorex 4K cameras and brought them to the meeting. The DVR will record for 7 days, then start over. Light said we will need a monitor and he may have one he would donate. Wigant said now we just have to get them installed.

The Board talked about maybe building a shed by the Municipal Bldg for storage. We have a few things that are being stored in the old outhouse building and a lot of sign posts, we did buy #40 barricades that are stored in the Heritage barn. Funke said maybe some day we could get a part time employee to doing mowing and snow plowing, and we would have a mower and equipment to store, plus water line parts.   

Wigant asked about a donation for a resident that Wigant asked to remove a big tree limb from an older person’s driveway so he could get his truck out. The Board said they would like to do that, but it was for a resident, not the Village.

 

There was no further business, Strand motioned to adjourn, seconded by Light. Voice vote, motion carried.
